The Director General of the Kosovo Correctional Service, Mr. Ismail Dibrani, participated in the Discussion Forum “From Resolution to Action: 25 Years of Women Transforming Peace and Security in Kosovo”, organized by the European Union Rule of Law Mission in Kosovo (EULEX), in cooperation with the Association of Women in the Kosovo Police.
This forum gathered representatives of security institutions, including the Kosovo Police and the Kosovo Correctional Service, as well as representatives of governmental institutions, civil society, activists, and international partners. Participants discussed achievements, challenges, and further steps toward empowering women in the security sector and implementing the “Women, Peace and Security” agenda in Kosovo.
In his speech, Director Dibrani emphasized the significance of this event, which marks the 25th anniversary of United Nations Security Council Resolution 1325:
“It is an honor for me to address you today at this important Forum, marking the 25th anniversary of Resolution 1325 — a historic resolution that has fundamentally shaped the global agenda on women, peace, and security, and defined the indispensable role of women in decision-making processes related to peace, conflict prevention, and security.”
Speaking about the inclusion of women in security institutions, Director Dibrani underlined that their role remains essential for the effective and humane functioning of these institutions:
“In practice, women within security institutions often play a vital and transformative role. They bring sensitivity and unique perspectives, especially in promoting human rights, dignity, and humane treatment for every individual — qualities that are essential both within and beyond security environments.”
He highlighted that the active participation of women in the Kosovo Correctional Service has strengthened professionalism, humanism, and institutional effectiveness:
“Women within the Correctional Service have consistently demonstrated not only the ability to fulfill their responsibilities but also to raise the standards of our work. Their dedication ensures that the principles of justice are guided by professionalism, humanity, and respect for the rights of every person under our care.”
Director Dibrani also mentioned the reforms undertaken in rehabilitation programs and the institution’s achievements in the international arena, emphasizing that women’s empowerment has been one of the key factors of success:
“The inclusion of women in leadership positions has significantly strengthened our correctional system’s more humane and effective approach. Reforms in rehabilitation programs and assessments from international partners, including the ICPA Award for Excellence, testify to our commitment to gender equality and international standards.”
In conclusion, he emphasized the importance of continuing joint efforts to advance the position of women at all institutional levels:
“Let us reaffirm our commitment to advancing the position of women not only within institutions but also throughout society. We must ensure that their voices are heard, valued, and carry the weight they deserve in decision-making processes.”
The participation of the Kosovo Correctional Service in this forum underlines its institutional commitment to supporting gender equality, empowering women in the security system, and building an organizational culture based on dignity, professionalism, and mutual respect.
