For the first time, the Kosovo Correctional Service has drafted and approved a new internal regulation on the transfer of inmates between correctional institutions, which was signed today by the Director General, Mr. Ismail Dibrani. This document marks an important step toward the modernization of internal processes and the strengthening of institutional transparency within the correctional system.
This regulation, drafted for the first time within the framework of the Kosovo Correctional Service, comes as a necessity to regulate and unify the process of transferring inmates, ensuring that every decision is made in accordance with legal, professional, and humane criteria. It clearly defines the procedures, criteria, and responsibilities at all management levels during the assessment and decision-making process for transfers.
The regulation aims to ensure equal treatment for all inmates, facilitate their reintegration into society, improve security conditions, and support the efficient functioning of correctional institutions throughout the country.
The new regulation, which enters into force immediately after being signed, will be implemented in all correctional institutions of the Republic of Kosovo. It is expected to have a direct impact on increasing the efficiency of the correctional administration, strengthening professional standards, and advancing contemporary practices of treatment and rehabilitation of persons deprived of liberty.
