Kosovo Correctional Service marks 25-th anniversary establishment

Today, Kosovo Correctional Service (KCS) has marked 25-th anniversary of its establishment. In this ceremony participated important personalities of local institutions and international partners.

In his opening word, the General Director of KCS, Mr. Ismail Dibrani, appreciated the institution’s achievements and commitment to the development of the correctional system.

He stated:

“Today is an important day for Kosovo Correctional Service, as we mark 25-th anniversary establishment of this important institution for justice and safety of our country. This event it is a moment to reflect on our achievements and to appreciate extraordinary efforts of all those who contributed in strengthening of this service, that today it is a model of success not just in the region, but also wider. During these years we have been through a lot of challenges, but we have achieved significant developments as a result of dedication of our staff and support of our international partners, such as American Embassy, EULEX, European Council, OSBE and many other organizations. Their support has been vital for modernizing and compliance of the correctional system with international standards”.

The Minister of Justice, Mrs. Albulena Haxhiu, appreciated irreplaceable role of KCS and underlined the importance of continuous reforms:

“During these 25 years we have worked to strengthen Kosovo Correctional Service setting up high standards and improving working conditions.  Financial support has been a priority. From a capital investment budget of only 1 million euros in 2023, for 2024 this amount has increased to 8 million euros, while for 2025 we have planned an increase to 15 million euros. This is proof of our commitment to making this institution a pillar of justice and national security.” The Minister thanked international partners for their continued support.

EULEX Head of Mission, Mr. Giovani Barbano, described KCS as a reliable partner and congratulated its progress:

“EULEX is committed to supporting Kosovo Correctional Service in its development as an institution that meets European standards and serves as a regional model. This anniversary is a moment to reflect on achievements and to deepen our partnership to build a sustainable and efficient justice system.”

Mrs. Tamra Greig, Director of INL at the USA Embassy, restated USA support for Kosovo Justice Institutions, commending the professional leadership of Mr. Ismail Dibrani:

“Thanks to his leadership, Kosovo Correctional Service has become a model of success in the region. Standards set by this institution inspire other correctional systems in the region to follow Kosovo’s example.”

During the ceremony, a short film titled “A day in the life of a prisoner” was presented, that brought a perspective on daily life in Correctional Center for Women in Lipjan.

At the end of activity, local and international partners were recognized for their cooperation, while correctional officers honor for their dedication to service.
