At the Women’s Correctional Center in Lipjan, the Director General of the Kosovo Correctional Service, Ismail Dibrani, together with the Deputy Prime Minister and Minister of Justice, Donika Gërvalla-Schwarz, and Deputy Minister Genc Nimoni, met with the directors of correctional institutions and the heads of departments of the Kosovo Correctional Service. The meeting was opened by Director Dibrani, who emphasized the importance of continuous coordination and cooperation between management structures, aiming to strengthen security and improve the functioning of the correctional system. Deputy Prime Minister and Minister of Justice, Ms. Gërvalla-Schwarz, appreciated the work and dedication of correctional officers, stressing that security in correctional institutions and the treatment of inmates according to legal and professional standards remains a priority for justice institutions. During the meeting, the security situation in correctional institutions, prevention of contraband, and strengthening of control measures were discussed. The implementation of resocialization programs and their role in the rehabilitation and reintegration of inmates was also addressed. Inter-institutional cooperation was discussed as an important factor for preventing illegal activities and ensuring the more efficient functioning of the correctional system. Director Dibrani commended the commitment of institution leaders and called for continuous coordination to enhance security and ensure order in correctional institutions. After the meeting, the delegation visited the women’s ward, where conversations were held with the inmates, and the working facilities were closely observed, including the IT office, tailoring workshop, and library. During the visit, handicraft works made by the inmates were also presented, including silver filigree and paper filigree. At the end of the visit, Ms. Gërvalla-Schwarz also watched a tennis game played by the inmates. After the final match, together with Director Dibrani, she awarded the cup to the winner of the game.

One hundred new correctional cadets have joined the Kosovo Correctional Service, marking the beginning of service for the 46th generation of this institution. The ceremony was attended by the Director General of the Kosovo Correctional Service, Ismail Dibrani, the Deputy Prime Minister and Minister of Justice, Donika Gërvalla, as well as the Deputy Minister of Justice, Genc Nimoni. Director Dibrani stated that the signing of the contracts marks the cadets’ entry into a profession that requires dedication, discipline, and high integrity. “Working in the correctional system is not only an institutional duty, but also a great responsibility toward the law, public safety, and the fair and dignified treatment of persons held in correctional institutions,” said Dibrani. Minister Gërvalla described the Kosovo Correctional Service as one of the essential pillars of the justice system. She emphasized that professionalism, fairness, and the way the law is implemented in these institutions directly affect the possibility for persons deprived of liberty to return to society as more responsible citizens. “Starting today, this service is joined by 100 new correctional cadets who bring new energy and great responsibility to a profession that requires discipline, integrity, and self-control every day. They will be on the front line in guaranteeing security in correctional institutions and in enforcing the law,” she declared. Furthermore, Gërvalla announced that in the coming months the cadets will undergo a six-month professional training program at the Kosovo Academy for Public Safety. This training will equip them with the knowledge and skills necessary to face the daily challenges of the profession and the responsibility that service in correctional institutions carries. She added that Kosovo has made significant progress in this field, which is also reflected in the reports and assessments of the Council of Europe and other international mechanisms that monitor the treatment of persons deprived of liberty. After completing the training, the correctional officers are expected to be assigned to several correctional institutions in the country, including the High Security Prison, the Detention Center in Gjilan, and the Dubrava Correctional Center.
